[Lucid] Karmic -> Lucid upgrade and Compiz settings are not all saved

Bug Description

Performed a Karmic -> Lucid upgrade and most all things went well. One thing that didn't go quite well was the GUI. In Karmic, I had Compiz running and doing desktop wall, and DND app workspace switching enabled. After the upgrade was complete, I found that

A: My 6 desktops had been reduced to two (no matter what the switcher applet in the lower task bar shows available) with no way to increase the number of workspaces back to 6)

B: I could slide the mouse off the edge onto the next workspace, but I could no longer DND applications between workspaces.

I managed to re-enable DND, but not sure exactly what I enabled to make that work...

Anyway, just found that some things were not kept. I'm now using Cube instead of wall, but with only two workspaces, that's not much fun :(

On X start window decorator is not started. I have to enable advanced video settings to have it run, but that setting is not saved, so on next reboot my settings are "none" again and decorator not start.
Changing Visual effects to "Normal" or "Enhanced" again works, but settings are not saved. I need to reenable them at each restart

This would appear to be no longer affecting me on Natty, I upgraded Lucid->Maverick->Natty in one go and no longer have any compiz issues with Unity
