Shortcutting "Run application" dialog to Alt+ESC does not work

Bug Description

Binary package hint: metacity

The exact combination of setting the Alt+Esc shortcut to 'Show the panel's "Run Application" dialog box" action, using the Keyboard Shortcuts does not work, but also _only_ when desktop effects are enabled.

Setting the action to any other shortcut works.
Setting any other action to Alt+Esc works.
Setting this action to this shortcut works when desktop effects are disabled.

Metacity is 2.28.0-0ubuntu1 and everything else is whatever was latest at Feb 8 2010.

Architecture is i386.

I have no idea, except that it is whatever goes for desktop effects
by default in Ubuntu -- I didn't install anything by myself.

Actually, I thought the bug didn't affect me but it turns out it does. One cannot assign this shortcut via gnome's settings, via CCSM's gnome compatibility, or via Unity's plugin.
