The keybinding for Application Switcher <Ctrl><Alt>Tab conflicts with gnome default.

A work-around for users is to do this manually with the compizconfi-settings-manager package. By default, Lucid enables the "Static Application Switcher". It's probably time to make the default "Application Switcher", and to reassign the "<Control><Alt>Tab" key to next_panel, rather than next_window(all), and "<Shift><Control><Alt>Tab to next_panel. I've tested this lightly with Orca, and it seems to work well.

@arky: Looking at the attachment in this bug report, I noticed that an attachment was not flagged as a patch. Subsequently, I've checked the patch flag for it. In the future when submitting patches please use the patch checkbox as there are some Launchpad searches that use this feature. Unity does not contain gnome panels, and the Unity equivalents are the Launcher and the Topbar. Therefore there is no conflict and having the same shortcut keys is desirable because it will help users switching over from gnome to Unity.

There is still a long history and the keybinding change can puzlle more than one person. I'll let Sam (the compiz guy) to decide if he wants to apply the change upstream or not. We will follow his decision then. Sam can you have a look at this bug and tells me what you think about the gnome default rationale and the keybinding change?
