desktop effect not working after upgrade to 9.04

Bug Description

Binary package hint: yelp

Desktop effects fails to start after upgrade to 9.04 from 8.10.

I can run manually by doing "SKIP_CHECKS=yes compiz"
 but its temp, i have to do it all the time.. another bug is that even it works by this work around
if I press "ctl+c", the main window pannel disappears (the one with minimize, close button..) system stop taking any input from the keyboard.

I use Dell Inspiron 1525 with Intel X3100.

It does look like its a dupe of 359392 but even though I put
SKIP_CHECKS=yes on
~/.config/compiz/compiz-manager

still it doesn't load up also if i do SKIP_CHECKS=yes compiz on a terminal window, if I press "Ctrl-C" in that window the entire title appear disappears and wont take any input from keyboard but mouse works fine. (i can't even though ctrl+alt+bkspace :()

I think it is a "conflict situation", because I just run
`gconftool-2 --set --type=bool /apps/metacity/general/compositing_manager false`
and `compiz --replace` worked!
