Clock applet doesn't display the calendar over a focused window

Binary package hint: gnome-panel
When I have Firefox or another window focused and then click on the date/time on gnome-panel, the calendar appears but is hidden behind the focused window. Clicking anywhere on the active window or moving the cursor where the "location list" should be makes the calender appear. Note that this only seems to happen when the location list is open.
Steps to reproduce:
1. Make sure you have a few locations added and have the list expanded.
2. Open Firefox or another window and have it in the upper left-hand corner of your screen.
3. Make sure Firefox or your other window has focus and click on the date/time applet. Nothing should appear.
4. Click anywhere on your focused window or move your cursor to where "the location list" should be.
5. The calender should appear on top.
