Mousewheel in update manager changes workspace

Bug Description

While scrolling through the list of changes, my mouse cursor fell slightly below the list of packages in update-manager, in the space between the packages and the changes text area. Mouse-wheeling in this location (and any other non-scrolling area of the update-manager it turns out) triggers compiz's viewport switcher, as if I had mouse-wheeled on the desktop. I haven't noticed this behaviour in any other applications.

Disabling the desktop binding in compiz also disabled the behaviour in update-manager.

Expected: only mousewheeling on the desktop should trigger the viewport switcher.

I see this also with gedit (with the status bar at the bottom) so I think its not update-manager specific.

I see this behavior also with nautilus (with the status bar at the bottom) and with pidgin (when you get slightly below the contact list but above your status).
