Changes in Workspace Switcher preferences do not create more desktops

Bug Description
In 8.10 Alpha 4 (updated today) changing the Workspace Switcher preferences to have more desktops does not make the panel applet display more, or let you switch to more desktops. When you return to the preferences dialog box, you see that your settings for more desktops were saved and just ignored.
