Dragging window to left edge or right edge or using keyboard shortcuts doesn't tile window to half the screen

Bug Description

What I expected to happen:
Dragging window to the left edge or right edge or using `Ctrl` + `Super` + `Left` or `Ctrl` + `Super` + `Right` tiles the window to half the screen.

What happens:
When doing any of those four actions, the window is not tiled to half the screen.

AskUbuntu post (there is a solution, but surely this should be enabled by default? This is quite a big missing default feature. Also the AskUbuntu question is for Ubuntu 16.04 (after upgrading from Ubuntu 15.10) but I have the same bug in a fresh Ubuntu 16.10 install): http://askubuntu.com/questions/835161/ubuntu-16-04-tile-windows-no-longer-working

Thank you for your bug report. That should still work by default without having the change a config and does here tested on a 16.04 guest session, it's likely that your profile got changed for some reason
