Minimizing Google Chrome breaks window switching in MATE

Bug Description
After clicking the minimize button on a Google Chrome window, the next un-minimized window does not get selected, and switching windows by clicking on them completely fails to work in MATE. You can still use Alt-Tab to switch windows, but clicking them does absolutely nothing. This problem does not occur in Marco, and I haven't seen this problem on any desktop other than MATE.
Distribution: Ubuntu MATE 16.04
Compiz version: 1:0.9.12.
Google Chrome version: 51.0.2704.84-1
Steps to recreate:
1. Open a Google Chrome window. It does not have to be maximized.
2. Minimize the window.
Expected result: The next visible window is selected, and the user can switch windows by clicking on them.
Actual result: The next visible window is not selected, and clicking another window does not switch to it. Alt-Tab works, but Google Chrome must be restored by clicking on the icon in the panel in order for Compiz to work properly again.
Status changed to 'Confirmed' because the bug affects multiple users.
