The interesting thing is that the contents that were hidden underneath the top windo don't get blurred. This is probably a little difficult to understand, so I'm gonna attach a screenshot. What I did was put Opera on top of Amarok, then selecting Amarok which made Opera move aside. As soon as I focus on Opera again, the stuff that wasn't covered by the Amarok window gets blurry. This glitch will only happen if the dodge effect is enabled for focusing windows. Of course it happens with all different types of applications, not just Qt apps or text.
