Bottom panel hidden until mouse is clicked

Bug Description

Both with the default setup of a top and bottom panel, or as I have it set up now with just the bottom panel a little larger, when I login the panel does not appear until I click the mouse.

Changing status to confirmed and package to compiz, since bottom panel is shown when booting with desktop effects disabled.

I can confirm this. This seems to happen since the latest Compiz update.

Thank you for taking the time to report this bug and helping to make Ubuntu better. This particular bug has already been reported and is a duplicate of bug 147070, so it is being marked as such. Please look at the other bug report to see if there is any missing information that you can provide, or to see if there is a workaround for the bug. Additionally any further discussion regarding the bug should occur in the other report. Feel free to continue to report any other bugs you may find.

NB: gnome-panel was also updated this weekend and does some checks to see if composite is active. Therefore I think gnome-panel would be the first place to check.
