Can't send window to back using compiz window border edge

To reproduce:
While using compiz as your window manager, and without a panel at the top of the screen, maximise two windows on the same screen. Place the cursor in the middle at the very top of the screen; the cursor will change to the bordered-up-arrow (I think it's called RESIZE_N). So far, so good. Now middle click. Nothing happens.
What should happen is that the window should be sent to the back, as it is in metacity. Window actions on windows that are maximised to the edge of the screen should extend the whole way, in accordance with Fitt's law (and probably the gnome HIGs, I haven't checked). Although this bug won't be seen by users with the default desktop setup, a lot of users will reproduce the windows setup with one panel at the bottom of the screen.

This may be related to bug #103306 - I hadn't found that earlier because I was looking for "window border" not "mouse click".
