i check the install to confirm it did fail with terminal using apt-get and it did fail and does everytime. Im running RaspberryPI 2

Interesting, since the packaging has not changed for ages and we haven't received any similar complaints from Intel-based users. The ARM packages do not get regular upgrade testing, though, so it's possible this bug has been present for years.
What archives are you getting the binary debs from (eg. the output of 'apt-get policy compiz-plugins')
