LIM menus always show up in the panel when a window opens

Bug Description

1. Enable LIM
2. Open a non-maximised window (I'm using Nautilus)
3. The menus are in the panel

What should have happened is

3. The menus are in the menu bar

If you maximise and restore the window they go back to the menu bar.
