fitts law problem - panel doesn't extend to extreme top/bottom of screen

Bug Description

In a clean, fresh install of Gutsy Tribe 3 with desktop effects enabled (the default on my laptop) the extreme top of the top panel and the extreme bottom of the bottom panel is unusable, which severely hinders usability of the desktop.

For example, when trying to click the System menu, if you move your mouse to the top of the screen you can't click the System menu. Instead, you've got to move your mouse cursor down one pixel or so to be able to click it.

This is not true for the left and right edges of the panels, which do properly extend to the edges of screen.

You can also demonstrate this problem by moving your mouse the far bottom of the screen (assuming you have a bottom panel) and trying to right click. Nothing happens. Again, the edges work as expected.

The interesting thing is, if you move your mouse over the clock applet to the very top, you can't click it to make the applet show the calendar, but the tool tip does appear.

This only happens when desktop effects are on.

This is still the case in an install made with the 20070808.1 i386 d-i CD.
