I don't want to speak too soon, but unchecking 'undirect fullscreen windows' in CompizConfig Settings Manager (general/composite has worked so far. I've tried it in two Saucy partitons and one Trusty partition, and haven't experienced any missing windows decorations so far.

I found this on a web search, and it comes from the Compiz website.

The bug persists, requiring me to disable/enable Window Decoration in Compiz several times per session.

I've been running Ubuntu Gnome for a few years and it's unaffected by this bug. I've marked it as invalid.
