Can't move an application between workspaces up and down

Bug Description
I can move an application between workspaces from left to right.
I CAN'T move an application up and down between one workspace and another.
[shift + ctrl + alt + left/right] works
[shift + ctrl + alt + up/down] does not work

Thanks for taking time to report this bug. This is a duplicate of bug #1241282. I have a fix proposed for that bug, but I'm still waiting on an Ubuntu dev to review my change.
