Window border is ignored when window is maximised

Bug Description
When an application is started maximised (compiz remembering position and size from last invocation by enabling "window placement"), compiz ignores the top window border, so you cannot use the icons from the window decorator (such as maximise or minimise).
Steps to reproduce:
1. Start application
2. Maximise using window manager with decorations or with keyboard
3. Quit application
4. Restart application (will appear maximised)
5. Clicking on any decorator button will have no effect
Using Mate as desktop environment and Emerald as window decorator. Moving the Mate menubar to the screen bottom or hiding it made no difference.
