static application switcher (alt+tab) functionality not available

Bug Description

The traditional "Static Application Switcher" funtionality of Alt+Tab is no longer available in raring. The new (now default) switcher style does not handle the case of many similar windows gracefully. The upgrade is also not handled gracefully; a user who used the Static Application Switcher previously will have no Alt+Tab or Alt+Shift+Tab functionality after upgrade.

Steps to reproduce:
1. Start four or more Terminal windows
2. Try to Alt+Tab between them without getting confused as to which is which

I'm not sure if anything changed here, but I had to manually install the compiz-plugins package to get the "Static Application Switcher" functionality. I don't remember having to do this, so maybe the "bug" is simply that the installation no longer defaults to installing compiz-plugins.
