Window is no longer grabable after de-maximize using double click

Bug Description

If I maximize a window then de-maximize by double clicking the title bar at the top, the top of the window is no longer grabable. The only way to manipulate the position of the window after that is with alt-click drag.

This problem can be demonstrated even with a Live CD - no user creativity needed ;-)
