Bug Description

Using compiz with xfce4-panel.

I can only unminimize windows from a single application. For example, I minimize all windows. Now I can unmaximize an unlimted number of gnome-terminal windows, but if I want to unminimize synaptic, I must minimize all gnome-terminal windows first. I can then unminimize as many synaptic windows as I want, but no others until I minimize all synaptic windows. See video if this isn't clear:

Any further attempts to unminimize windows are ignored by compiz. You can tell they are ignored because xfce4-panel begins to flash the taskbar items to notify the user that the window wants to do something but the window manager isn't allowing it.

If I open new windows (by running the program again) the taskbar items will raise the window to the front as long as it has not been previously minimized

~/.xsession-errors has this warning, which may or may not be related:

Which may or may not be related.

Neither restarting compiz (ie compiz --replace) nor xfce4-panel (killall xfce4-panel && xfce4-panel) cleared the error.

Killing compiz and running metacity clears the error. Windows behave as expected. But then killing metacity and running compiz brings back the error immediately. Additionally, since testing metacity, some windows will not unminimize at all.

I started gnome-panel and it is able to unminimize and control windows as normal while compiz is running - BUT not the windows which won't unmaximize at all. Only the ones which will only unmaximize on their own will now unmaximize at any time.

Next I stopped gnome panel and restarted xfce4-panel and the result was:
 - Windows that wouldn't unmaximize at all still won't unmaximize at all.
 - Windows that only unmaximize alone still only unmaximize alone.
 - Windows opened under gnome-panel will now unmaximize normally under xfce4-panel.
