Hot buttons didn't work before unpressing all keys

Bug Description
Old bug was closed because of old compiz version. It also appears in Ubuntu 12.04 with Gnome 3.
1. Press Ctrl+Alt+Down
2. Next work area will appear.
3. Unpress Down
4. Press key L
5. Nothing happened
Expected: Screen will locked
Screen locks if all buttons was unpressed.
MS Windows works fine :)
