Windows not maximising in current workspace

Bug Description

If less than half of a window is on the current workspace and most is on another, choosing the maximise the window makes it maximise on that *other* workspace. It appears to the user to make the window disappear, as the user remains on the current workspace. The current situation could be confusing for a new user unfamiliar with workspaces, and frustration for others to switch to that workspace.

I think the expected behaviour is the window maximises on the currently active workspace.

I hope that the attached video shows how it can easily cause a problem for a user. :)

Compiz handles this, not Unity.
