Panel appears in full screen video on dual screen system

Bug Description
Setup dual screens.
Open a video in totem and make it full screen on one of the displays
Observe full screen video playback working fine
Move the mouse to the other screen, all still okay
Click on a window on the display. The Panel on the screen playing the video will appear on top of the video.
Panel should not appear on top of full screen video when windows on another screen are clicked.
