"toggle fullscreen mode" keyboard shortcut not honoured

Bug Description

I have opened the Keyboard Shortcuts window and assigned Shift+F11 to the "toggle fullscreen mode" action.

If I then focus a maximisable window that doesn't use the Shift+F11 key combination for anything else, pressing that key combination does not result in the window becoming full-screen.

I have tried this with Firefox, GNOME Terminal (after disabling the built-in "fullscreen mode" keyboard shortcut), Nautilus and GnuCash, all to no avail.

Confirming the bug, reproduced the error: full screen mode short-cut not triggering full screen.

I don't know how they got in the state, but two applications (Thunderbird and TortoiseHG) got very stuck in fullscreen mode (not just maximized, but 100% of my LCD). No amount of F11, maximize, moving, rebooting, etc. would unstick them. I worked around it by editing config files (.thunderbird/<profile>/localstore.rdf and .config/TortoiseHg/TortoiseHgQt.ini), but it was a pain and a simple alt-F11 configured in System Settings would have REALLY nice, especially if it happens again.

This bug still exists in Ubuntu 14.04.

A workaround is to open Compiz Config Settings Manager, enable the "Extra WM Actions" plugin, then assign a key to "Toggle Fullscreen".
