Shelf plugin should scale window with mouseover, not selected window

Bug Description
Binary package hint: compiz-
I guess that's the package that Shelf is in. Ubuntu 8.04
When I have one window selected, I can mouseover a different window and change the opacity of the window I'm over. With the Shelf plugin, it scales the window that's selected, not the one the mouse is over.
I favor using the window I'm over, since I'm used to that, but regardless, they should both act the same way.
