I see this on a Ubuntu 7.10 server install:

$ report-bug
  File "/usr/lib/command-not-found", line 39
SyntaxError: invalid syntax

i don't have a server, but if the packages are the same, there is no such command as "report-bug" but "reportbug" is avalible (installed reportbug 3.38ubuntu2)
i run script alone, and ist seems just fine, even the "/usr/lib/command-not-found" script runs as expected

myabe specify your default python version, and also confirm, you are using latest reportbug

Assigning to the command-not-found package and I'm marking this as invalid:
I guess either the command-not-found script has been changed manually by you or you have an outdated Python version in /usr/bin/python.
Please don't hesitate to report any other problems you may find. Thank you.

Changed in reportbug:
