I get this problem after upgrade from u 130-10 / hes
libc6 seems to be involved in this.

This command ends up in an unusable system.

When I run this: sudo dpkg --configure -a
I get panic and a frozen system, power off / on to be able to use system again.

So why didn't you do so instead of filing a bug against ubuntu-docs? ;-)

I suspect that your locale is screwed up somehow. Can you please run the locale command and post the output here?

Based on the first comment, this looks like disk corruption or failing hardware.
