dpdk subset fails to configure correctly on i386

Bug Description

In recent builds of collectd i386 fails [1] to configure dpdk properly.

That is due to a change in dpdk to become proper multi-arch for the dev libraries.
I created a patch that works and suggested it upstream.
Providing a fix for collectd "for now" to fix the current FTBFS that I will attach here.

Since the change for upstream is slightly different than for the version in artful as of today here a debdiff for artful.

I unassigned myself as I prepared as much as I could and subscribed steve who was working on that in regard to gcc-7 fallout.
@Steve - I don't want to mess with your uploads you might have had in queue for this, so I leave the actual dput to you.
