Bug Description
When trying to build clutter without depending on gl/gles cogl it compained that it could not find the EGL headers:
Package egl was not found in the pkg-config search path.
Perhaps you should add the directory containing `egl.pc'
to the PKG_CONFIG_PATH environment variable
Package 'egl', required by 'Cogl', not found
Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.
While checking the cogl package, the gl/egl dependencies are correct for the build-dep list, but not for libcogl-dev.
