The conflicting package codeblocks-libwxcontrib0 is not provided by Ubuntu so this is not a bug in Ubuntu.

It looks like the third-party codeblocks that you have installed cannot be installed at the same time as the Ubuntu-provided codeblocks. I suggest you make a decision which one you are going to use, and remove the other.
