cloud-utils should recommend qemu-utils

Bug Description

cloud-utils ships cloud-localds, which calls qemu-img. This is supplied by qemu-utils, and it surprised me when cloud-localds didn't work. The cloud-utils package should recommend qemu-utils.

I would just commit a fix, but it's not worth an delta over (and I'd need that sponsored anyway) and I'm not a member of the “cloud-utils development” team. That team appears to only have one member. So have a bug instead :-)

cloud-utils probably needs some breaking up to avoid the dependency skew that is occuring.
ie, we now need genisofs for cloud-localds and some other single-purpose dependencies.

cloud-image-utils was split out, now it depends on qemu-utils and genisoimage.
