grub-legacy-ec2 does not create /boot/grub on install

Bug Description
Binary package hint: cloud-init
recent uec-images builds have been failing on grub-legacy-ec2 installation like:

I need to add /boot/grub to grub-legacy-ec2. it only worked previously because grub-pc (or grub-common) was getting installed and creating that dir for it.
