Bug Description

Binary package hint: cloud-init

The updates-check code was added to check for AMIs.
When it was added, there was not a way to upgrade the kernel. In 10.10 and later, the instance can manage its own kernel.

It works by comparing the content of /etc/cloud/build.info with data available at http://uec-images.ubuntu.com/query .

The result is, now, if the user does a 'apt-get update && apt-get dist-upgrade && reboot' there is no difference between the AMI that they've launched with and the new AMI. As such, this is very limited value. It should probably be removed.

Note, if not removed, it should
a.) easily be disabled (ie, via cloud-config and cloud.cfg)
b.) not error and have cron mail root with error output on missing /etc/cloud/build.info.
