update check code is not enabled

Binary package hint: cloud-init

the cloud-config handler code for 'config-misc' was added to cloudinit, but I mistakingly failed to get the upstart job that would run it added (bzr add).

As such, the h_config_misc at [1] is never ran and the updates check is not done.

Patch includes a new feature (runcmd) so this falls under FeatureFreeze radar.
