Bug Description
The pyflakes package has been obsoleted in Debian and is now a stale binary in groovy, due for removal. cloud-init is one of only two packages remaining which build-depend on pyflakes instead of pyflakes3 which replaces it. Please fix this in the next upload.

Thanks Steve. I don't think pyflakes is even being used, so we can probably drop the dependency.
