Bug Description

Bug https://bugs.launchpad.net/ubuntu/+source/cloud-init/+bug/1461242 fixed an issue where the ed25519 ssh host key was not being generated, however the fix to this issue now means that the ed25519 key is not sent as part of the phone_home payload.

To help with automating the verification of SSH hosts, the ed25519 public key should form part of the phone_home payload.
