Hi there,
There is a fix of cloud-init merged to main 5 days ago, see it here:

It fixed an issue of customizing a VMware VM, I'm wondering if you could cherry pick this fix to the current or near next Ubuntu release, or what's schedule of rebase the cloud-init version which contains this fix, looking forward to your comment.

The next time we do a Stable Release Update (SRU) [1], it will include the fix you've pointed at. Those happen every 1 or 2 months to the currently supported Ubuntu releases of 16.04 and newer.
