Bug Description
Given this command line:
BOOT_IMAGE=
Where:
root@ubuntu:~# host maas-boot-
maas-boot-
maas-boot-
maas-boot-
cloud-init takes "forever" to run, because there is a 25 second pause every time it tries to report status to the maas server. This is because hostname resolution assumes a working dbus, and takes 25 seconds to timeout on connecting to dbus to get the answer.

I'm 95% sure that this is a dupe of bug 1629797
I'm going to mark it as such, and if we find out otherwise un-dupe it.
