Azure: cloud-init will not set password on existing user

Bug Description
Provisioning with a user password is supported on Azure, however it seems the behavior of cloud-init is to not set the user password if the user already exists. Ideally, if the user exists, then during provisioning cloud-init will read the user password from the ovf-env.xml file as usual and attempt to set that password for the existing user.
Repro:
1) Capture or upload a user image with a pre-created user
2) Provision a VM with a password
Expected: password is (re)set on the user account based on the info in the ovf-env.xml file.
Result: password is not set.
