Bug Description

During commissioning the node boots and stops as cloud-init:

[CLOUDINIT] cc_rightscale_userdata.py[DEBUG]: Failed to get raw userdata in module rightscale_userdata

Hi. Can you still reproduce this?
I'm not aware of any problems like this with cliff init and maas.
