cc_mounts fails to properly find ephermal0 on first partition

ephemeral0 should map to ephemeral0.1 or ephemeral0, but it doesn't.

Confirmed on EC2:
-Boot m1.small. disabled /etc/fstab for swap and mnt. Ran code and confirmed that /mnt and swap were activated.

Confirmed on Azure:
- tested against parted and unparted /mnt

Confirmed fix.

This bug was fixed in the package cloud-init - 0.7.3-0ubuntu2

cloud-init (0.7.3-0ubuntu2) saucy; urgency=low

  * fix bug where a mount entry of 'ephemeral0' would only consider
    the unpartitioned device, not also the first partition (LP: #1236594)
