Bug Description

For Quantal and Raring you're able to successfully boot the img file with kvm without supplying any cloud-config data. However 12.04.2 seems to require it as the VM will halt and never complete and display a boot prompt.

Expected Result: (Works in Quantal and Raring)

eneration complete.
