clock-setup ignores preseeded ntp server and hangs during 16.04 install

Bug Description

I haven't been able to diagnose this completely, but as near as I can see - dhcp server is not currently returning any ntp servers - but I am providing one in a preseed file for the install.

The clock setup step at the start of the install appears to not be using that information and is just hanging. Did not see this with equivalent config on 14.04.

Strange thing is that the moment I do anything on the console, it skips past trying to set the clock - i.e. trying to switch to other terminal to look at processes.

That bug specifically mentions IPv6, though some users with both IPv6 and IPv4 report being affected.
