funny thing, it doesn't even try to install libpq-dev and claims build-dependencies are not satisfied.
it builds correctly locally.

It might be confused because the build dependency for libpq-dev lists s390x twice, both with an ! and without:
libpq-dev [!hppa !ia64 !m68k !s390 s390x !mipsel !powerpc !powerpcspe]
I don't know if that is the cause, but the Debian bug for that issue is https:/ /bugs.debian. org/cgi- bin/bugreport. cgi?bug= 733445.
