Version 2.10 shipped with yakkety and xenial contains bugs leading to wrong calculations, please backport 2.12 where they are fixed

Bug Description

The automatic optimization part of clBLAS was broken upstream in version 2.10. Bugs were fixed with the 2.12 release. Please backport it to xenial and yakkety, it should be an easy process.
