cmake is not able to find any clangConfig.cmake

This file even once found does not correctly determine the location for "ClangTargets.cmake". Which is in the same directory. Which means "CLANG_DIR" as set by this file does not work for the current install location "/usr/share/llvm-4.0/".

Based on "clangConfig.cmake"'s install location at "/usr/share/llvm-4.0/cmake/" this is "/usr/lib/cmake/clang".
