Is ucf supposed to end up with:

 Conflicts found! Please edit `/etc/clamav/clamd.conf' and sort them out manually.
 The file `/etc/clamav/clamd.conf.ucf-new' has a record of the failed merge of the configuration file.

and the package fails to configure?

Nope - and in fact this is changed in the current version in karmic, to send users back to the menu when the merge fails.

Leaving the clamav task open, on the chance that there's something that package can do to help do the merge more intelligently before calling ucf.

I'm not sure if we can do anything about this anymore. A lot has changed since this was reported and without the /etc/clamav/clamd.conf.ucf-new to see what the conflict was I think it would be hard to fix anything...
Ubuntu 8.10 is EOL and clamav is up to 0.96.5 (soon 0.97.2) in every current release. Could this be marked 'Incomplete' and let it expire?

 Well as you set before a lot has change, I don't use ubuntu 8.10 anymore now I use 10.10 and and so far everiting is perfect, at least for me.
