Bug Description

`sudo clamdscan` fails due to `ERROR: Can't parse clamd configuration file /etc/clamav/clamd.conf` after installation, so please provide `/etc/clamav/clamd.conf` with default values after installation or enforce creation during `dpkg`.

Agreed, reproduced using a LXD using ubuntu-daily:zesty. It does look like clamav-daemon, a suggests package, produces the files when it is installed as a part of its post-inst.
