Thank you for taking the time to report this bug and helping to make Ubuntu better.

If you could provide the output of the following commands it may be helpful:

> sudo apt clean
> sudo apt update
> sudo apt purge clamav-daemon

If that works then try reinstalling clamav-daemon again.

As you have pointed out your system is in an inconsistent state. Because the bug tracker is meant to track bugs found in Ubuntu and not general support, you may want to get help for this sort of problem here: http://www.ubuntu.com/support/community

I am going to move this bug to 'Incomplete' for now since this does not appear to be a bug in Ubuntu. If you provide more details then please move the bug back to 'New'.

Josh,

Unfortunately for your diagnosis I have had to force a work around - the
problem was stopping apt - upgrade from working so as best as I can
remember what happened in response to the command set you asked me to
run was:

#apt clean : null (I run clean regularly)

#apt update : files downloaded successfully - including update to
clamav-daemon

#apt purge clamav-daemon : couldn't stop clamav-daemon

my work-around was a bit drastic

I renamed all clamav-daemon files and folders to xxxclamav-daemon and
rebooted, then I ran

#apt clean && sudo apt autoremove

#apt -f install

#dpkg --configure -a"

#apt update

#apt upgrade

and the problem has gone away

Btw - the problem occurred if I upgraded from 14.04LTS - 14.10 - 15.04 -
15.10 - 16.04; it doesn't occur moving from 14.04LTS to 16.04LTS directly.

Hope this helps

Kind regards,
John Douglas
